Because you are using Windows 98. It's not Plug and Play with Win98, it's Plug and Play with Windows XP for MOST USBs (not yet with WLAN USBs, which needed CD installation).

If you still want it to run in Win98, you need installation for USB MP3s.

check weather th eusb port is Disabled in th eBIOS Setting
to enter th eBIOS setting press F1 and enter the BIOS Setting
and change the bios setting check in windows 98 device manager weather the Drivers are installed
use PC docter to check weatehr the USB port is working fine or not

It could be because there is a known problem with Windows 98SE (assuming that is what you have) and USB ports - see http://support.microsoft.com/kb/q240075/
