I'm going to move to go to South America for about 6 months starting in late January. I am hoping to work as well as improve my Spanish language skills (so Brazil is out)...I'm wondering if anyone can tell me where in S. America has the combination of cheap cost of living, as well as decent quality of life...I'm thinking of Santiago, Lima, Buenos Aires, or Quito. Any suggestions?

I heard Colombia would eventually join some International group that might allow prices to be more normal, or at least take off high taxes on certain things, but I don't know any details on that.

id like to know of the prices (in USD possibly) of renting cheap apartmans per month. the best would be somewhere by the sea: Tumaco, Buenaventura, or Cartagena for example, but im also interested in the prices in the heart of the country: Medellín, Bogota etc. also id like to know how much does heating, water, and electricity cost per month... is it always warm there or those it snow/rain/get cold frequently? thx a lot

I'd like to study in Argentina, Chile, or Costa Rica...I can't decide. I want to go for a month so I can really practice my Spanish. My college has a program in Costa Rica but I want to visit a friend in Santiago, Chile and Argentina really interests me too. Any recommendations? Any idea on the level of safety also? Thanks!

"American Capital of Culture" label -- what is it?

A group, perhaps self-appointed in Spain, regularly hands out some sort of a designation called "American Capital of Culture".
It also asks for plenty of money from the designatee.

Is this "American Capital of Culture" designation legitimate? Is it just a ruse to get money from cities and states?

I'm planning on backpacking my way through Central America. I want to fly into Cancun and out of Honduras. In your opinion. or knowledge, is it best to buy a one-way ticket or multi-city. I am unclear on Mexican customs....any body have any suggestions.

Will be flying into Rio on 30 December, and flying out of Buenos Aires. Really not too sure of a suggested plan, please can anyone help.

1. Ideas in mind were to go through Brazil, Uruguay, and then Argentina or
2. Brazil, Peru, Bolivia then Argentina.

Ideally would like to try and make it to the Amazon rainforest if possible, but do understand the area is huge!!.

Also travelling on a budget, so ideally would like to try and avoid internal flights.
