I want to plan about a week there.... How is the weather in March? I want to pick a place that is fun (for twenty somethings), exotic, cultural, private and romantic. Any suggestions?

Well........you said South america....right? Cancún is not in south america
So..try some nice place in Brazil........Buzios is amazing.....Maceió also...... San Salvador de Bahía...........you'll love it.........
In Venezuela....you have Isla Margarita, in north of venezuela, in the Antilles, you have a wonderful place: Aruba, this is netherland's territory, and so much beautiful.
More to the south, you have Colombia, Argentina and Uruguay.....with wonderful beaches. Perú with Machu Pichu
South america can offer you different options, but if you dont want to waste more than that......you have to select, something closer to ur place.

Anyways,,any country you decide to visit........be sure that u'll be WELCOME.

South America: I would recommend a Venezuelan island called Isla de Margarita. It's really pretty and very nice. You also have a gorgeous place called "Los Roques" you are going to love that. This place is phenomenal. If you like more the jungle side I'd suggest the National Park called Canaima. There you can see the tallest water fall of the world. Angel Falls (Salto Angel) If you want to be in the mountains and a bit of cold you can go to Venezuela to a City called Merida. It's really beautiful. Old school town with horses, strawberries farm. Venezuela is a paradise when it comes to weather it's all year round about 70-90 F. So anytime you go it will be juts perfect! All depend where you want to go! I traveled through S America over the summer and my absolute favorite was Ecuador. A round trip flight is about $600 if you buy tickets a few months in advance and things are so cheap you can easily live off a few dollars a day. Nice hostels generally run $5-8/night and if you stay multiple nights they may discount. From Quito you can take a bus ride (usually $1/hour) to whatever your heart desires. If you're a fan of the beach it's about 6 hours away where you can go whale watching, chill out on the beach, etc. If you're more adventerous you could go biking or white water rafting in Banos after hitting up the natural baths or getting a massage ($2 to enter the baths, $4 to rent a bike all day, $30 rafting trip, $20/hour massage). You may want to head to the Amazon to see several varities of monkies, fish for piranas, and see river dolphins ($40-90/day including room, food, guided activities). Staying in Quito is also a great alternative~they've got a great city full of shopping, night life, and lots of museums and cultural events keeping anyone happy. You could take a day trip to Otavalo and see the daily market and barter for some alpaca sweaters, hammocks, or cheap "silver" jewerly. There's also a festival that goes on for several months on Sundays (you'll have to check out Lonely Planet if it's in March) that cannot be missed. They parade down town in native costumes until they reach a hidden city square and continue with dance contests and eating all day! Mindo might be your best bet though, it's a tiny town about 2 hours by bus outside of Quito and one of my favorite places. You can take fairly easy hikes (it seems hard unless you're accustomed to 6,000 ft about sea level, Quito is at 9,000) to swim in beautiful waterfalls. There's a butterfly garden that has a lake with candlelit floating picnic tables. This isn't 1/4 of what is offered and thankfully you don't have to do much planning until you get there so planning is quite easy! Very few Americans know about the country and it's well worth the visit!

$1000 including flight isnt much to work with. Even from NY to Bogota the flight would run you about $600. Then you only have $400 to work with. How long were you planning on staying at the location of your choosing? Some countries are cheaper than others so you might want to find one that has a bigger bang for your buck (currency exchange rate). I would suggest saving up a lil more money or pushing your vacation back a few more months so you have the time to save up more $.

For critical united states of america I'de say El Salvador. My mum and dad stayed on the hotel Decameron in San Salvador and that they enjoyed it. very great and nutrition is secure. they on occasion have a team of Colombian dancers that supply an incredible overall performance b/c i think of the vendors are Colombian if i'm no longer wrong. For South united states of america I'de say Venezuela or Colombia.

You can get a really nice hotel room in Cancun, Mexico for $50 a night if there are 3 people staying in the room. (Considering it will be in March the price may be a little higher) Los Cabos (Cabo San Lucas and Cabo San Jose) are really awesome, too, but not quite as nice as Cancun. I was planning to go the beginning of this month for my 21st birthday, but couldn't get a ticket in time (thanks to me and my last minute planning). Check out the Aquamarine Beach Hotel, that is the one I was considering. It looks really decent. They also have meal plans so you can eat at the restaurant and drink there for free. The onlything you really need if you are planning to stay in that area is money for transportation (bus or cab) and if you want to do extras or buy keepsakes. Not to mention the night life is amazing! Or, you can just hang out on your private balcony or lay on the beach under the palm trees sipping a martini! Also, the mayan ruins are amazing (I'd definitely recommend going on a tour for $60) and you can do all sorts of things like horseback riding, jet skiing, scuba diving, and other beach like activities.

MTV hosts spring break in Cancun around that time, too.

Weather hot in Cartagena and still nice in Buenos Aires
