"American Capital of Culture" label -- what is it?

A group, perhaps self-appointed in Spain, regularly hands out some sort of a designation called "American Capital of Culture".
It also asks for plenty of money from the designatee.

Is this "American Capital of Culture" designation legitimate? Is it just a ruse to get money from cities and states?

The title refers to the continent, not to the nationality.

As there is a European Capital of Culture City designated every year, America, the continent as a whole has had it's own.

The first one was Merida, YUC, Mexico in 2000.

2000 – Mérida (México)
2001 – Iquique (Chile)
2002 - Maceió (Brasil)
2003 - Panamá (Panamá) y Curitiba (Brasil)
2004 - Santiago de Chile (Chile)
2005 - Guadalajara (México)
2006 - Córdoba (Argentina)
2007 - Cuzco (Perú)

Any municipality, county, parish or equivalent from the continent may participate.

The ruling entity is Organización Capital Americana de la Cultura presided by Xavier Tudela and backed by the Organization of American States OEA-OAS of which the United States of America is a founding member.
