I'm almost done with community college & I'd like to study abroad when I transfer, but I'm able to go for the whole year abroad. Do most schools let you study abroad twice at the same school?

I did my M.Sc. in Biotechnology from the University of Pune (India) and my GPA according to the US system is 2.85. I, however, had the second position in a batch of 14 and the topper was a few decimal points ahead of me in GPA. My GRE score is 1340 (Quant.=760, Verbal=580, Analytical Writing=5.0) and my TOEFL-CBT score is 297 out of 300. Does my low GPA affect my chances of being selected for a PhD in Biochemistry in the US ? Will my second rank be taken into account ? Thanks.

I would like to move from the UK to the US next year, but i need help finding a scholarship that is available for a 16 year old. First, is it possible for a 16 year old to get a scholarship. I live in India and I 've heard that the American universities are excellent. I know for sure that most of the americans are really sweet and kind.....
I ve also heard that since we look a little like the Arebs we
are often considered to be one of them and sometimes ill treated ...is that true?
