I have done research on post-secondary education in the Netherlands. Depending on what you would like to study, and what level of education you have, you need to check with each individual school. The standards in the Netherlands are much higher than in North America, and to attend some of the universities you need a VWO diploma, which is the 6 year high school program (translated as voor WO or basically university preparation). Some schools will require students from NA to take one year of HBO or college before they can attend university. However, to study in the Netherlands at all, you will be required to get a residence permit, which is valid for one year. If you are accepted at a school, they can sometimes help with the residence permit. Check some of the websites, and www.nuffic.nl which is the information site for exchange/international students to the Netherlands. Hope this helps.
