when told that the U.S. Civil War was about the issue, slavery?

Think about it...the Quakers were among the few who actually practiced what they believe concerning equality. Was it (the civil war) really about economic and political power? Is there some merit to the South's position that the true issue was about states' rights? Was it really a 'War between the States?' Was slavery just a convenient issue to undermine the economic base of the South and potentially the West (whose economic interest align more w/ the south)? Was the focus on the morality of slavery just an excuse for the North to claim the 'high ground'/justification for their actions?

My kid sis is studying nursing in Jamaica....this is because the school had a program of switching its students to newyork after an exam taken. but now the system has being changed. so its like she´s stuck. She cant switch to newyork and she complains so much of the country. Now my worry is, We need to transfer her to CA.... My QUESTION IS.. DOES ANYONE KNOW OF A GOOD INSTITUTION IN CA?? A university not too expensive? pls any university in california or the closest city in california that is cheap. I know schools in the states are kinda expensive cos they re known world wide.I know nothing about California and Ive never being there, pls someone tell me a good school very cheap in california. Pls time is not on her side she´s only 17 turning 18 by Dec.Very intelligent. I wouldn´t want her to mix up with people that might change her motives in life. Pls !!pls!!pls!! she´s my only kid sister. Pls someone tell me a cheap good school, for her to study.

I would like to know how many students attend these universities and how much aid funding these universities and students receive to buy books. Also if their publishing industry is subsidized in view to the university market. Anything in this regard would be very helpful I'm looking at South Africa in particular, but anything about the 3rd world would be great.
I'm doing research into initiatives aimed towards the 3rd world in terms of aid for university Textbooks/education, and whether these initiatives have a positive impact on students.
