A maxim, adage, or proverb is a universal truth, considered to be collected wisdom accumlated over time and human experience. It's something that anyone anywhere can relate to, observe, or experience for themselves as part of everyday life. Proverbs and maxims are often presented as quotations. I found a few by looking up "maxims and proverbs" in a search engine. An example:

Those who know when they have enough are rich.

Truth is a relative concept. I Doubt whether are any universal truths, Truth appears to follow the same laws as Evolution. Everything is subject to change and that is the only Universal truth, but so stating means that it is a law and if it is, it must also change. Confusing isn't it?
