I am quite confused with the functions of "to" and "cc" when emailing. They will say CC to them, but they will also receive the same content. So what's the purpose of "cc" if everything is the same?

I'm on a cable wireless connection at home and was just wondering if my laptop would work in any hotspot or do you need to subscribe to a seperate ISP for these hotspots? How does it work, does the venue just have a cable and BT router sending out a connection for anyone?
