i want to transfer a file that i download to my my computer and i want to a usb so i can transfer to a notebook computer

I'm looking into getting a laptop but I need some information on specs, what is good for a laptop? I definitely want something that will run fast and that is worth my money. I don't want to be fed some bs by the sales person lol.

1- What is the best DVD±RW brand recommended, that burns anything safely and fast, and has a dual layer writing ability? And play copy DVDs & scratched DVD's (A DVD/RW that has a good optical)

2- How can I make the DVD±RW Multi regional from the beginning without affecting the system and the DVD-RW?

3- What is the best speed to select to burn good quality with no errors on the CD or DVD, (Max speed, Min speed or in between)?

Confused and want to buy one ASAP :) thanks for coming and helping out :)

Yeah, I know I should have PhotoShop instead. Due to finances, I'll just have to limp along on the el cheapo photo editing software that came with my PC for now. My question is this: I need to take line art(my black&white cartoons), and put solid, saturated colors below the B/W image. I can't get the layers palette on this program to do that. I can put color on top, or color a separate layer, but no matter how I try to merge the layers, it always puts the color ON TOP. Any suggestions?
