You really need to tell me more. Is this for school, college?, games?. Laptops are as strong as you need them and how much $$ you have in your wallet. With technology today, I suggest.... as a decent "buy for the future" investment (plan on $1500 to $1800 or so) for the following.
A 14 or 15" inch screen (14 is nice if you're traveling or in school)
Get the BEST screen you can get. Digital
Get a Video CARD - not on-board - and make it at least a 'mid-range card.
A Duo-Core processor (or comparable)
A minimum of a gig of ram
A minimum of a 60 gig hard drive - I'd prefer a 7200 rpm hard drive of 60 instead of a 5400 rpm 80 or 100. It will be much faster for you..... but may not matter to you unless you're a gamer or something.
Almost all computers will come with 2-4 USB slots, etc., and all the ports needed - they will all be wireless. You might want bluetooth if you have wireless things like keyboards and mice or even a phone. Most come with a DVD and CD/RW and many come with a DVD-RW. Up to you. Just remember not that easy to copy movies - but if there's no price difference or it's an upgrade, it may be worth getting. I'm personnally not much of a DVD-RW - (might be nice if you make your own videos or something).
With that configuration, you will be Vista ready should you choose to use it. You probably won't and I wouldn't touch it for a good 2 years anyway. Oh, get AT LEAST Windows Media Center - and Professional is always best if you can afford it. Again, it all depends on how you will be using it - business, home? just the internet? - all different needs.

those are some HARSH regulations in case you're finding to purchase a working laptop or laptop. by using my standards, no, no longer good sufficient. you would be wanting a twin cpu, 2 gigs RAM, a great better HDD than 60gigs. possibly 120gigs (no longer costly, do no longer difficulty). Wait until finally november until finally homestead windows 7 comes out, then get it. for my area, your regulations are too extreme, in spite of the undeniable fact that this is attainable you will escape with it around 3 hundred money.

Be prepared to pay around $1500 for a very good one, (HP) or around $900 for a medium quality one.
(maybe) Fingerprint reader if you are paranid about security - personally I think they are a gimic.

For most people, less than $1000 and more than $700 is the right range depending on sales and specs. I recommend a Core2 Duo form Intel or a Turion X2 from AMD for your processor (between 1.6 and 1.8 gigahertz).
1G (1024 mb) of RAM, 80+ G HD space, and 15" widescreen (WXGA rated) are all standard nowadays.

memory, length of screen, weight, dvd-rw, cd-rw, all these should be in a laptop for under $1,000. I bought a sony vaio this summer and it has been working great. I would highly recommend one
