There is nothing special about a podcast - all it is is a sound file. What you need is a microphone or a headset which comes with microphone attached. There is a program that comes with Windows 98, ME, XP called Sound Recorder. It allows you to record and make sound files using a microphone.

Click on start -> programs -> accessories -> entertainment. Sound recorder is there.

It saves them as a .wav file.

After that you have to set up your own website.
