Mobile pc's -Hp IPAQ 1710,do I need to buy a modem card to access the internet?

I've just bought a handheld hp ipaq 1710 and was under the impression that the built-in software(windows mobile 2003) enabled internet connectivity,but I've been struggling to connect,do I need a modem card?Or should I be able to connect with the built-in software?Why doesn't my laptop recognise the ipaq when I connect via the usb cable?I'd appreciate your advice!

Need to earn extra cash as soon as possible via my computer, can anyone help me?

Have maximum of £100 starting capital, it must be incredibly simple (I'm a bit of an internet newbie) and guarantee some kind of return! .
