You can go under your Internet Settings in Control Panel and adjust your delete files in history setting.
There are many reasons people delete files on their computers, most of the time it is to create space to fill it up with other useless information. This function is very useful at times. ;-
When a user deletes information from their history, it goes into a file of "deleted" information on your computer.
All information is regainable, it is just a matter of how much it means to you ($$$) to get it "back".

Simple, you can't. Once a history is deleted in your system, you can't restore it back.

Once you delete something, its gone.
