There is a program called dBpowerAMP .... it has one of the wav to mp3 converter ... beside jetaudio with the appropriate plugin

download imTOO MP4 Converter from google.
when u get it, click add => select the song => select mpeg layer 3 audio from profile => select destination => tick the file and click encode.
Eventhough it is MP4, you can transfer from wav to MP3
