Because it is made up of different kinds of electronic components and devices (e.g. monitor, microprocessor, resitors, capacitors, etc.) . It needs energy (power) in order to operate. It also uses electricity as signals, as a means of exchanging information and data. It just won't work without electricity (power).

Because it's plugged into the wall. If it didn't then you'd be running it on a battery and it would run out fast, like laptops do, and then you'd have to wait to recharge it, it's just wouldn't be that good.
