What is the best way to apply my eyeliner and mascara? I have dark, dark hair. It's almost black. I also have deep, dark brown eyes. Does this mean I can wear black?

Also, what are the best brands for eye pencils and mascara?

I have a LITTLE bit of acne and i have some scars from where my acne is already going away. How can i cover up with powder makeup? Keep in mind that my skin is very dry, can i put a bit of moisturizer? or will i just break out more?

Neautrogena Deep Clean oil free
Exfoliant Scrub
and,
Noxzema Deep Cleansing Cream.

i just got the Deep clean Scrub,
and just wondering when i use these two together at night
which should i use first ?

Scrub then Cleanser
or
Cleanser then Scrub ?

I have a lightbrown-blonde-orange-ish hair. A light auburn, only more blonde.
And I have green eyes.
Out of nowhere, my friend who enevr wears makeup suddenly thinks she's an expert. I think I know my stuff, but here I am.
What colors would go good with my hair and eyes?
