What is the best way to apply my eyeliner and mascara? I have dark, dark hair. It's almost black. I also have deep, dark brown eyes. Does this mean I can wear black?
Also, what are the best brands for eye pencils and mascara?

yes, you can wear black. Everyone has different preferences for make up preferences, but I really like Stila's 3-in-1 eye liner (a little pricey but worth it)
instead of drawing a line along your lids, make little diagonal dashes. It will look a lot softer and not like you took permanent marker to your eyes.

Just try different things, and yes, you can use black! But my daughter has the same hair and eyes as you (she's 16) and she can also get away with light colors like light blue. It looks really cool for something different.
What I do to make eyeliner look natural is I first apply the eyeliner lightly around the top and bottom, then I use a tiny little brush and apply a slightly lighter shade of eyeshadow on top of the eyeliner. I don't mean all over your eyelids, I mean literally on your eyeliner. It softens the look and makes your eyes more pronounced. People compliment me on my eyes quite often and I have just normal eyes.

use almay intense eye color. if ur lucky, you will find a black one. i have dark brown eyes also =] oh and yes u can wear black lol. to put the eyeliner on, pull out ur bottom lid and you'll see the slimy part of your eye lol, just slide the eyeliner across the bottom. i hope u understand so far =] for the top lids, its hard to explain, you just need to experiment to see wats best. oh and the best mascara that i have ever used is called black black Great Lash Mascara. please dont buy cheap ones. the point of expensive ones is because they ACTUALLY work lol. also dont go heavy on the eyeliner. the more natural it is, the more better it looks. i think it looks weird to have soooo much on ur eyes. i go light

Yes you can wear black but a brown might look better for during the day, it it give you a softer look and save the black or even a gold for the evenings. I use pencil expect when I go out at night and I have a liquid gold/brown which is sexier.

Mascara is best applied to the top lashes only. Eyeliner can be applied to the very top of your lids, and smudged, and applied to the lashline of your undereye as well. Good luck!

well try putting it on lightly just under the eye and ask some one if the black is to dark if it is try brown,blue and purple.

Personally I hate eyeliner and thinks it makes a girl look hard and just yuckier then if they had not applied it at all.I like make-up to look natural so people look at you and cant figure out why you are so beautiful with no make up on. Don't you think that's attractive, a subtle ,natural ,I'm not trying to hide behind my make up look.

light brown eyeliner might look best buy a bunch of cheepo colors and apply different styles.. see what your fav preferences is =] make up is always fun so this should be easy..have fun

try getting a bunch of cheap different colors and put each on a different way and then once you find one you like get a better brand
