Best placer to get highlights for my hair? Some place not super expensive please. I have red hair and its a bit longer than shoulder length. What colors should I do for highlights?

I've gone through quite a few irons over the last couple of years and they'll work fine after I first get them, but after a while it seems like they loose their magic touch. Is there an iron out there that REALLY works well?

Can anyone tell me the problem with my hair.
They say that it's supposed to grow 1/4 to 1/2 inch per month, but it doesn't grow at all. I'm so frustrated.
It used to grow when I was a pre-teen, but not much.
I feel doomed and am so tired of short hair as a female because to me it's not very feminine.
I've worn hair extentions, wigs, etc. I've even braided my hair before bedtime but nothing seems to work. I've tried so called miracle stuff or all types and took hair vitamins in the past....nothing!
Do I need some sort of specialist? Does anyone else have this problem?

After I shampoo is there any special way I should condition my hair with the conditionor? Like should I comb it in lather it in. leave it in? WHAT SHOULD I DO!!

I've seen these girls with hair so perfectly bright and glossy that it looks like they have a sheild of gloss over their hair and it's so soft... Do they use a finishing gloss or something? and if they do what kind of gloss won't weigh your hair down?

(And what is the purpose of leave-in conditioners if you already condition your hair?)

I live in a humid climate and really want to do the Japanese chemical straightner but it's $700. I can't afford that and was wondering if anyone knew any local with salons less expensive treatments in NYC, DC, GA?

And yes, I know about the flat irons...i already do that but i'm tired of doing it EVERYDAY!

I have quite long hair, it reaches to about the middle of my back, but all the ends are split and ragged. I need to take about 2 or 3 inches off and i'd like to hear any tips you might have on keeping it tidy. Don't tell me to go to the hairdressers - i'm skint! Thats why i need to cut my own!!

Ive had dark brown hair since last year and i really miss my blonde. but my brothers girlfriend said i shouldnt dye it blonde because i wont like it.
