I have what appears to be like a rash, but it is not itchy or flakey or anything, its like small bumps and redness on the back of my upper arms in the tricep area. ANY ideas of any creams or scrubs or ANYTHING that will reduce redness and/or make it go away? Thank you in advance!

i have a problem, my face is not fair, and not dark , i'm in the middle. my cheeks are pink, so i never wear foundation or blush. in a couple of weeks i'm going to be taking my school pictures. i was wondering what shade DREAM MATTE MOUSSE i should wear, is going to be a picture of my shoulders and face, should i put the makeup in my neck and shoulders as well so it dosent look weard?
