Does anyone know when the next , and last, Harry Potter book is coming out??

This story appeared in one of those scifi mags of the day like "Asimov" or something similar. Story was about a scientist who developed something that rendered 99.9% of the planet's population sterile. As time went on the planet spiraled downward in population, cities were dismantled, people went back to their indigenous homelands.
I've looked and looked, can't find it or what it might be.

Ayla in the Earths Children Series by Jean M. Auel. I have always thought of her as an aspect of the mother, sent to give man an extra push as the mother prepares to leave them to mature into their own. She plays the sort of role the Cave Bear did for the Clan.

I have a few ideas. Please tell me which one you like better and if they are folk tales or fairy tales...

1) An angel falls in love with a mortal down on earth and she wants to be with him. In order for her to become human forever. She must go down there as a regular human and get a true love kiss in 6days. If she doesn't she gets her wings cut off for good and can never return to heaven again. But if she does get a kiss then she can be human until he dies then she'll be an angel again.

2) A dog falls in love with her owner and a magical fairie lets her become a human but only till 5pm.

3) A wicked mother put a curse on her daughter so she could never be happy so now she is destined to find a cure and meets up with a man and falls in love with her but she could only feel sadness,deppression,anger,ect. Except for happyness

4) A little boy runs away from home after being neglected and abused and falls into a magical forest.

On March 24, 2005 when I was playing with my friend Zach, I began to feel a dull pain in my abdomen area and needed to sit out for a bit. I thought that it was just constipation, but after a trip to the washroom, things got worse. I had a depressing school issue the day before, so I began telling Zach about the pain. I went to the washroom again, and then me and Zach went to a bike trail just down the road and it was there that I stopped in my tracks. I grabbed my stomach and screamed, "AAAAAAAAAAAAAAAAAAAAAAAAAAAAAOOOOOOOOOOOOOOWWWWWWWWW GGGGGGGGGGGOOOOOOOOOOODDDDDDDDDDDD!!" And I stumbled over to the bench, wretching with pain, but I missed the seat. Blood began pouring out of my mouth and nose as an ambulance took me away. My mom has never told me about the cause of what happened. I didn't think it was a heart attack, being I was only 16.

What Genre is this? What do you think was happening to me?

When writing a book, when should I cite sources (like with a footnote) and when is just having the book in the bibliography enough? I'm paranoid about being accused of plagerism, but I don't want every paragraph of the book to have citation footnotes and become unreadable.
