While doing research on social programs it was noted that the definition of half-truth, truth and lie were incomplete. Why ?

Your current definition of 'half-truth' states the following:

Those two refer to a similar type of half-truth, and there is also:
3. A statement that is true but is not the whole truth. Example: "Men are doctors."

5. A true statement that has incorrect punctuation. " He is a liar?" , is replaced with "he is a liar !"
6. Two statements that are true but are out of a proper time sequence.
7. A statement made out of time. Example: It is now 12:00 noon.
A half-truth can be a truth, that is a lie. A lie can be a truth.
