While doing research on social programs it was noted that the definition of half-truth, truth and lie were incomplete. Why ?

Your current definition of 'half-truth' states the following:

1 : a statement that is only partially true
2 : a statement that mingles truth and falsehood with deliberate intent to deceive

Those two refer to a similar type of half-truth, and there is also:

5. A true statement that has incorrect punctuation. " He is a liar?" , is replaced with "he is a liar !"

6. Two statements that are true but are out of a proper time sequence.

7. A statement made out of time. Example: It is now 12:00 noon.

A half-truth can be a truth, that is a lie. A lie can be a truth.

Why is the definition incorrect? It isn't. Half-truth is just another word with a definition that's been deemed true by those who made the word so therefor, the definition is true. I'll make up a word, "hottiloo" meaning to open doors with your feet. There, now that word has a definition and that definition is true, same thing applies with half-truth. I don't know what you're trying to accomplish with this question.

definition of half-truth is a partially true statement intended to deceive or mislead. This is why in order to eliminate half-truths when you testify under the oath you are obliged to tell the truth, only truth and nothing but the truth.

Because there is no such thing as a half-truth. Either as statement is true or not. My definition of half-truth would be – a false statement disguised as being true by containing one or more true facts and one or more false facts. Since a half-truth contains one or more false facts it is ultimately false, therefore, is a false statement so why give it another name like half-truth?
