Can the first university refuse to let the credits tranfer to the second because they want to keep the student and the money?

Are there other reasons? What are the main factors that affect Bond prices? I'm still trying to figure out the bond market. A substantial portion of my 401K is in a bond fund, and it's been doing terribly this year. I thought bonds were supposed to be a safe haven from the volatility of the market, but they seem to be just as risky, or more, than small-caps or emerging markets.

Recently a friend made a comment about me and my relationship with my ex-boyfriend in front of other people. I was there as well, she was not talking behind my back. I know that she didn't mean for the comment to hurt my feelings, but I really felt like she was belittling me. I didn't say anything to her at the time because I didn't want to make a bid deal about it in front of people that we didn't know very well, but it has been on my mind for a week now. I want to say something to her, but I am not sure the best way to go about it. I am worried that if I try to talk to her in person I may end up getting angry and having an argument that I don't want to have and escalate the bad feelings that I am having towards her. Do you think that it would be better to try to send her a card explaining my feelings, or should I try to talk to her in person and see what happens?

Help please!?
My boyfriend is flying with British Airway on Saturday. The flight is still operating, but he was told by BA today that he is likely to be delayed maybe for days at Heathrow because they'll have to fill in people who have been waiting for two days. So my boyfriend can't get on the plane even if it's still operating. If the airlines keep pushing everyone back like this, will it cause a chain of endless delays??? How are they going to fix that?

We have had God flood us, so says the bible , we make nuclear warheads over 5 thousand of them enough to blow earth up 5 time,s war over god belife, money, greed, sex, human rights black agaist white the list is endless.Well now we have global warming food chains of creatures that never did a thing to us are suffering because of us .We are a very greedy race with little care about what we do.But this time it will come back on us by not doing nothing our kids will suffer and there grandkids until we become no more. Now that I am familiar with all aspects of the business (thanks to Pat) I will begin by formulating the sales training document. Since Pat as a great working relationship with the sales team, I will utilize Pat’s knowledge in formulating the budget. As well, Terry has designed the collateral. I will asses the collateral, perform quality control, and give final approval for the collateral. Since it takes time to print and deliver the collateral, the order must be given in to the manufacturers by the end of week 2.

I have received quotes from printing companies, and I have decided on one company, and we agreed on a budget. I have now finished the training document with the help of Pat, and I will send this out to the sale staff. Once the training document is done, I can now concentrate on other documents that are necessary (booklets, posters, information documents…) All revisions will be done in week 3, so that it can be ready for week 5-6. After 2 mounths of going back and forth w my ex we keep on talking to each other. I still love her. She says she doent want to think about us like that anymore and try and work things out. Last night i called her and i we kept talking till i sliped i was planig on proposing to her in june she was shocked. The whole thing ended up with both of us crying. Why would she cry she is the one that dumped me and i am the one pursuing this. All i want from her to think about all of this. I am stuck now cause why would she cry.

The relationship lasted 4 yrs and we both always talked about kids and marrige. The break up came from no where only that she felt no romantic connection. I always gave her my life i gave up parts of my life to be with her. I always told her how i felt and now this. Niether of us can stop calling one another. my only question is why would she cry over, if this is what she wants?
