Can the first university refuse to let the credits tranfer to the second because they want to keep the student and the money?

unless you have a hold on your account (for fees not paid, etc ) , no, the first school can not refuse to transfer your credits,,,,,,, what you need to do, is fill out a form,, at your new school, to request the credits be transfered,,,,,,, after you have been accepted to your new school

The first two answers I see above are correct, but keep in mind that some of the credits from your old college, even if transferred, possibly may not count at your new college - or all might count ... it varies with schools.

you do a transcript request thru the reg office at the new school to the old one. If youve paid up at the old one they wont hold up the transcript.
