"American Capital of Culture" label -- what is it?

A group, perhaps self-appointed in Spain, regularly hands out some sort of a designation called "American Capital of Culture".
It also asks for plenty of money from the designatee.

Is this "American Capital of Culture" designation legitimate? Is it just a ruse to get money from cities and states?

It was like a black rectangle with 2 pointy things on one end. There was also a yellow diamond on its back and i could not see a face at all. When ever i walked by it, it would put its pointers up at me..i didnt know if it was poisonous or not so i left. Any clue what it could be? Im flying to quito for the winter to visit relatives and im planning on a short trip to Mindo, i've heard its a nice place. my question is, is it safe for two tourists to go alone to Mindo or is it better to go with people who know how to get there? my cousins wont be able to go so, it would be just me and my bf. in general is it a safe area to go in two? ive heard some wild stories that occured to my cousins getting mugged and stuff...kinda scares me, but im just curious to know...

I am planning on buying 2 round trip tickets from OAKLAND to SAN JOSE, COSTA RICA from March 15th 2007 and returning March 29th 2007. Is $550 round trip a goood price, or do you suggest that I wait, and the prices may go down later?
