A group, perhaps self-appointed in Spain, regularly hands out some sort of a designation called "American Capital of Culture".
It also asks for plenty of money from the designatee.

Is this "American Capital of Culture" designation legitimate? Is it just a ruse to get money from cities and states?

I've heard that they name every year two different cities as "American Capital of Culture". Santiago got this title in 2004, together with Austin. I think that the goal is to promote a cultural integration but I don't know very much about the practical results.
I haven't heard either that it might be a ruse to get money as you say. The information I received while Santiago was Capital of culture was very little, so I dont´know if really this is done for a small group of people or becasue the organization is still too small.
