Instead of using an online Travel Agent or Travel package, what if I hired a car with driver from Delhi to my proposed destinations, making my own hotel reservations and following my itinerary - would that be cheaper compared to going through an agent?

Will go to india at the end of september, will spend a month there. I know an air ticket to China in Sri Lankan Airlines is only 540 dollars, round trip. From Beijing the train to Tibet costs 140 dollars each way and last three days each way. My question is, can I apply for the tibet Visa in Delhi, and can I buy the train tickets to Tibet in Beijing. Of course will apply for a chinese visa too. did hear you may buy the tickets if you are at the train station waiting for a cancellation.
