Chandigarh is located at 30.75° N 76.78° E in INDIA. It is approximately good north India & East to west almost centrally. It is the capital of 2 India states viz Haryana & Punjab , alongwith, it is also a Union Territory.
It is one of the 3 (best) planned cities of India (other 2 being Bangalore & Jaipur).
Chandigarh is well connected with major Indian cities by Air, Rail & off course the roads.

Besides what is stated by Ashish B, Chandigarh is located about 270 kilometers north of Delhi, very well connected by Rail, Road and Air. The popular mode of travel by locals from Delhi & Chandigarh between these two cities are super fast AC/non-AC trains and road transport - deluxe/semi-deluxe/Volvo buses and cabs.
Except peak of summer i.e. between April and July, you can visit the city any time for tourist purposes.
