Most parts of India are good to travel in December. Avoid hill stations in Uttaranchal, Himachal Pradesh and Jammu as they get cut off due to heavy snowing.

For exotic beaches visit Goa, Kerala and Konkan. Book in advance as most foriegn tourists are here around December for similar reasons.

For a touch of heritage - Various towns in the desertland of Rajasthan.

Visit http://www.sotcindia.com/ for good travel packages. They are not the cheapest but reliable.

1. December is a nice time to travel as it is generally cool throughout India. You can look at going to some of the fabulous beaches namely Goa, Kumarakom (Kerala)
2. I would advise you to go to makemytrip.com. This website does give good deals for travel and also airfare.
3. Also do visit www.mouthshut.com and have a look at reviews given by actual tourists about places and hotels that they have been to. It helps because I have personally gained by checking it out before booking a lousy hotel based on the glossy website designed by the clever marketing guys...
4. Finally have a nice trip and enjoy

Almost the entire India is suitable for tourism between October to February.

Regarding deals and packages for touring India, it is your choice, preference, budget, time, convenience etc. which matter. A few answerers at Yahoo!Ans are extremely against deals and packages while a good majority are in favour of them. You have to assess for yourself what suit you the best.

Once you decide on your travel - time, period of stay, locations, budget etc you can shortlist from many options as plenty of offers are always there, and the deal prices differ from time-to-time. Instead of consolidated packages, you should travel yourself between important stations and then pick up the local guided tours, this would work out to be much cheaper, flexible, convenience and enjoyable also.

Go to the first page below and Click on "Climates (Met Office)", then Southern Asia and India on the map. Hope this gives a better idea.

I've also put a page below with a link to Orbitz if you're US or Opodo and LastMinute.com if you're UK

Good luck
