I am going to Manilla for about a month. For an American to stay loger than 3 weeks, I need a visa. I am currently in Japan and the Philippine Embassy in Tokyo didn't know what to do cause I am an American here. They just told me to go get my visa in Manilla. Can I still enter the country even without the proper visa?

I want to study in DLSU this second trimester. I am studying here in States but I am filipino. We are a group of 8 adults, and want to do a 6 day trip from Manila to the rice terraces in the north. We do NOT want to go on public transport and we do NOT want to purchase 8 seats on a tour. We really want to hire a local driver with a van that will take us where we want to go and stop when we want to stop etc.
Does anyone know any contacts who can help me with this request.
