The Philippine Embassy did not know? They should hire me instead if thats the case.
Upon your arrival you are automatically given 21 days Philippine visa. If you wish to extend that visa, go to the nearest Immigration Office at least 10 days BEFORE your visa expires. If there are delays or problems at least you have sufficient time to do something about it. Corruption usually happens when people do things in the very last minute.
Check the Philippine Immigration website for more information (fees and office location)
http://www.immigration.gov.ph
Just make sure your passport is valid for the next six months and you have an exit or outward ticket to present. There are occasions that the airline or immigration officer will look for the ticket.

I think you can enter the country, but you better have the visa after the 3 week period. The problem is the process may take more than 3 weeks. I'm surprised the Philippine embassy could not help you. Have you tried the American Embassy?

They will give you the 3 week standard tourist visa upon entry. After that you can just go to any B.I. Office and get an extension.
Yes you are supposed to get a visa if you intend to stay longer than 3 weeks, but I have yet to see that enforced.

You can have it extended here. If you don't want to wait around at immigration, there are a bunch of services that will do it for you. Friends of mine use the Swagman Hotel. Drop off your passport with them when you arrive, and pick it up on your way back out - it will have the extended visa in it already so you can leave.

No need for visa. Upon arrival, you will be granted 21 days stay then we can process your visa waiver for another 38 days stay. Then afterwards, can be extended for months if you still want to stay longer in the Philippines. pls. check my profile for further assistance.
