There might be corrupt people in the NSO, but they are not tolerated (as can be shown by NSO legal office's list of cases filed/decided against its erring personnel) and not as many or rampant as in other agencies since NSO was never in the list of most corrupt agencies. In fact, Philippine NSO is the only Philippine Government Agency which is a recepient of Recognition for Quality Commitment Recipient (Philippine Quality Award).

There's so many wrong documents in Philippine NSO system because the function of maintaining civil registry in the Philippines was once among the functions of the Municipal Secretary and reported to the Bureau of Archives (one of the divisions of the National Library). At the time, details entered in the documents seem to be not given due attention since original birth certificates before were not required in legal transactions unlike the way they are now. It was only recently that this function was transferred to the NSO with the Local Government Code of 1991 instituted Municipal/City Civil Registration Offices in every municipality or city. Remedies are being done in the system and improvements can be seen based on satisfactory index given by the clients.

Errors in present documents can mainly be attributed to the lack of attention paid by the parents to the child's information entered in the document. The parent serves as the informant to child's birth data and they are obliged and responsible to read the data entered in the document before signing it to concur and prove that the data entered are indeed correct.

The error(s) in the document can be easily altered in the municipal level (as most of the cases) but the error are carried in the original document which is the one being scanned and saved in the national database for data integrity and preservation.

It is only recently that errors in the birth certificates were highlighted because the end-users (other agencies, foreign embassies and other organizations) required their clients to submit the original copies from the NSO (printed in security paper) due to irregularities in the past involving unauthorized, altered and/or illegal copies of civil registration documents (including birth certificates).

So if you found error in your birth certificate, ask your parents what really did they written/allowed to be written in your birth certificate. If they won't admit, ask them or find out who's name and signature was affixed in your birth certificate as information giver.

But still, we are lucky to have the new law Republic Act 9048 which allows Municipal/City Civil Registrar to correct clerical errors in our civil registry documents which will only cost us Php1,000.00 instead of spending Php13,000-Php30,000 for the same service previously only possible through court interference. See your M/CCR now if you have this problem. The earlier you give time to it, the better. Who knows, you might be needing your corrected documents soon.

Well, maybe NSO as a branch of philippine government...got jealous and realized that corruption is the trend in the Philippines...

really? it didn't happen to me nor to my family. you know what,we're so lucky as not have errors on our names because it would for sure cause us a lot of trouble. i think that's what happened to you.
and i think this time,we have to recognize the NSO and NBI for the fast and accurate service that they render to the public. that was a huge leap, a really good improvement and very beneficial for us.
