What does the air temperature tell us when trying to find the relative humidity?

I kwow that the wet bulb temperature gives us the temperature when water condenses, I just don't know what the air temperature tells us.

I heard on the car radio today that the awful drought in Georgia is being eased by rain !!! Did you know that Georgia was in cricital need of rain? Did you know that many folks were praying for rain? I also heard that the Governor himself said the Georgians and himself needed to pray for rain. Do you think God heard those prayers? And that He sent the rain?

With the drought causing such problems in the area, di we not have the technology and/or resources to assist them? I would also wonder why desalination plants are not being setup on a large scale for future droughts.

Examples of these clouds are cirrus, cumulonimbus, stratus, nimbostratus. Does anyone have any ideas on how to memorize the clouds (there are more then what I listed)?Please keep in mind that I want a technique that can help me memorize it from top to bottom. Thanks.
