Is there any way I can apply a filter to, say, 100 images at once?

I am currently trying to compile a programme that flashes the first letter of my last name and my whole first name on the LED's and I'm having some trouble with the delays.
I need to know how would I be able to get delays of 0.4, 0.6 and 1.3 seconds.
The chip I'm using is the Motorola 68HC908GP32 chip and I think its 8 bits.
Any help is welcome even if you show me how to work it out for myself. I am writing the code in 68HC08 assembly code and am using hexidecimal values.

I downloaded a new version of Messenger and can only add cities in the United States by zip code and foreign cities do not have zip codes. It does not have an "Edit" button like my older version, where I could add using the city name.

I am trying to create postcards with photoshop I have the images but I don't want them to bleed. What I need someone to explain is how I can place them on a background? For example the postcard space is 4.5 X 6.5 I need the images to be 4 x 6 against a matching colored background could someone explain the process to me please.

I have an image of a cup from my friend. I want to change the color of the shadow in the background and the whole of the cup.

The cup is orange but its density of the orange differs throughout the cup how can i select the color and change it with the density still intact?

Sorry i dont really know how to describe the different color tone of the same color. So i used density. :)

I have a table which having an unit price field. I put decial as the field data type. I plan to store different currency such as yen, USD, etc.
what is the scale value shall I put? some currency may not has decimal like yen. I don't know if there is currency decimal may up to 3 or 4 decimal.
What if I put 4 as the scale value and put auto on decimal places?
Please help.
