For free the gimp is the best you can get. It's an open source designed program that was made in effort to further use of visual design without having students and others paying outrageous prices of Photoshop off the shelf. I used it for years.
From what I can tell not many if any of the answers here are done by professional visual designers so don't use smudge. There are techniques for different elements, skintones, lighting and correcting depending on what you're doing. If you're working with fixing blemishes use the patching tool a bit around the area and use a slight blur, make sure the colors match up and change your threshold settings so that things match up ok. Working with photos can be easy depending on how quickly you can adapt to the workings of your program. Changing the levels, colors, hue and contrast of your picture can also help in fixing little flaws.
Don't send your pictures to people who can't type in proper english. You don't know what they'll do with your pics once they get them.

She said F-R-E-E, sports fans -- and MS Paint and Adobe Photoshop fans. So, for a high quality free editor, GIMP it is. I think it is ported for Windows, but some of those live CD's with Linux in them also include GIMP.
there is a GIMP manual available somewhere, I have it on HD, but it may take some googling.
Warning: it takes time to learn to run any photo editor. Once learned it is a valuable skill that will be useful to you the rest of your life. It could even result in a career if you are ambitious with some sense of art. If you learn how to do it with GIMP, the skill will be rather easily transferrable to the high priced editors when yu can afford it.
My son-in-law is a part-time professional photographer, but my daughter is the Photoshop expert, and she does great work.

In photoshop there is a tool called the "smudge" tool, which rubs things out to match the background. Play around with it, its kind of fun. If you don't have photoshop, find a free paint program at download.com or something...
