I know that adobe is the best and the most expensive, but what programme that works (just ok) and also low in price? Suggestions?

U can try GIMP, it a free download. It has got tons of features for creating, editing graphics, photos etc. But its not as user friendly as PS.

Paint shop pro is another good alternative and not as expensive as PS.
U can download the trial versions of any graphic editor u choose before buying.

Macromedia Fireworks is top notch for half the price as Photoshop.
