can i, like, use adobe imageready, or flash mx? or what other similar programs can i use?

If you are using Microsoft Office Frontpage then you go to insert, new frame. After that you decide where do u want to put it then select New Web Page and select new we page. Then you select themes and any other content you want to put, then Click Insert, Web Component and find the Navigation Bars and continue through the wizard.

Tip: after you made the frame you can resize it by clicking on the corners! Enjoy!

Sorry though I use Microsoft Frontpage only, so I don't know about other programs.

There are many ways to do so. Here are some ways

1.) Use frames ( not recommended. )
2.) Use CSS ( erm learn css layout especially about ids & classes & the box model )
3.) Use tables ( Not recommended )
