can someone walk me thru a photoshop procedure?

I am trying to create postcards with photoshop I have the images but I don't want them to bleed. What I need someone to explain is how I can place them on a background? For example the postcard space is 4.5 X 6.5 I need the images to be 4 x 6 against a matching colored background could someone explain the process to me please.

First create a new file with size- 4.5 x 6.5. then just change the background color to the matching color, then make a new layer & on a new layer- paste the image. Arrange it to suit your vision. Its done!
