Why is this better than setting the minimum to zero or one & allow the usage to be whatever is needed up to the maximum?

it wont connect to any web pages, it just stays blank and in the bottom left says lookin up.................what ever site im trying to access. i have uninstalled and reinstlled but it just does the same. if i look for updates it just keeps looking and nothing happens.
im am using internet explorer to post this but that means i cant use my firefox extensions......please someone help
