This person compressed a 10 minute video file in 85mb. The sound is static and the quality is extremely bad. Am I able to convert the file into a bigger file and will it improve?

I went under display and tried changing the color and background but it's still white with no photo. When I turn off my computer it'll show the desktop color and background picture but when I turn it back on it's white again. I've done everything I can think of and it doesn't change it. If anyone can help me please give me some advice.

ok i jus did a recovery with my recovery disks and put some files in my HP_RECOVERY (D): folder there still there but i dont know how to get them out i click it but something comes up sayin not to delete none of the files but i cant even see them so how do i get them out ????
