First go to "control panel" "add/remove programs." When you click on the change/remove it will bring up a menu that asks if you would like to "repair" explorer. Choose that. If that doesn't work then I will put the link to the download in here so you canreinstall. But you should remove the old one first.

This happened to me before. IE is still on your computer. Right click on "Start". Then go to Properties. On "Start Menu", click on "Customize". On the bottom check of Internet and select internet explorer. It will bring it back up to your start menu.
