question about importing electronics?

I got a supplier in china who sent me a package through ups recently, but ups called me telling me they're holding the package and that I need a license to import that brand. They told me that if the shipper may have it will be fine, but I dont know if the shipper has it. And to get a license with that brand is almost imposible you gotta buy like 100,000 monthly and Im just starting up. any suggestions please.

why is it?

I was born in this country third generation my father and his fought two world wars and I served in the US Army as well. When I bought my first house, I had to show statements and tax records to show where the down payment came from, it took me nearly 20 years to save up for it. When i first went into business I had to put that house up as collateral to obtain a business loan.

I worked hard and paid taxes on every cent that I earned from day one.

so why can these rag heads come over to our country buy a chain of convenient stores with no questions asked with money we can't trace and be free of taxes for the first five years of business and get government assistance all the while shipping the cash back to their native country?

I say if a us citizen wants to start a business they also should have a five year tax free status and if qualified an interest free loan to start it up!

Recommended Job Costing Software?

I am looking for job costing software suitable for a small structural engineering firm of 7 people.

We Require:

Logging of individual projects and the project details, such as what architect we are working with on the project.
Entry for estimated cost of the project.
Entry for individual engineers and drafters, or a form that will work to enter their name and how much time was spent on X project.
Entry for cumulative time spent on the project.
Entry for amount billable.

At the absolute minimum, these requirements must be met.

What product do you use, how long have you used it, and how much did it cost? Is the customer support friendly and responsive, or have they given you the run around? Is it user friendly, or will our employees require training?

Please include as many details as possible.
