my eyes are blue but i want to make them look bluer. What makeup do you use to complement blue eyes?

I'm trying to look like a Lord of the Rings elve, i know this sounds weird and sad but before i started messing around with dye and plucking i was a tall blonde and i figured that this is the type of look that looks good on me and it's happier then depressing black.
I have dark blue eyes which are large almond shape so that's o.k. When my skin is behaving i have a cool complexion, so i need to mantain it. Any Advice .
What type of eyebrows? I have an oval face which is a large forehead and i tapering jaw, so i wanted arched but should they be thick or thin?
Hair?
My hair now is dyed black.
So i'mn going to dye it an ash blonde, my natural colour with vanilla streaks in it. what style? I know long hair i was thinking an inch or two past my shoulders, but what style? Layered or straight, wavy ?
I'm pretty slim but i know i need to exercise to tone up so that's fine.
And i'm getting manicures after Art A-Level cause it's pointless while Art. Anything i've forgotton?

How do I convince my parents to let me dye my hair?
I would like to dye my hair black with red lowlights (Bright red) or platinum blonde with black lowlights, My parents are way strict and oldfashioned about my hair/clothes/ect. and they would never let me do anything like this (lemme put it like this, I am not even allowed to wear black nailpolish!). How do I talk them into this? (PS- my hair currently is natural. Never dyed. And it is dark brown, so dark that alot of people think it is black sometimes but I still wana dye it!)

Heya, I Just Turned 12 Recently. In The Morning I Have Dark Bags With Spots On Top. I Am Light-Skinned (I Look White And Black Mix-Raced But I'm Not). I Cream My Eyes To Take The Focus Off The Mass Darkness And The Bags. My Face Is Moist And Shiny And Its Dampens My "Image/Appearance" (If Thats What You Want To Call It) With The Certain Amount Of Darkness On My Face. Here's A Picture Of What I Look Like At 16:50pm (4:50pm) After School After Major Adjustments In The Mirror And Lots LOTS Of Cream. Go On This Website (Don't Worry Its Just Photobucket) http://i6.photobucket.com/albums/y230/sh... This Is At 4:50pm So It Looks Better Than In The Morning. Especially At Certain Angles And Times. WHAT SHALL I DO?

Okay; picture this:
Legings
short shorts (the sporty kind) from A&F
a hoodie
flip-flop

Since their shorts are too short, as my mom puts it, I was thinking of wearing legings under them. Would that look okay? Also, would the leggings look okay under denim shorts?

My fiance' and her friends always seem to check a guys head for"stubble" when he's bald just to see if he's trying to hide male pattern. I don't know why they care, but I guess it's a thing for them. Which makes me ask, is a big reason why guys shave their head is to hide the lack of the ability to grow hair????

Is it just me or is this whole 70's fashion trend thats just going on making it impossible to find anything that fits right... all the shirts are cut horribly and the bubble skirts are impossible... don't get me started with the colors... puke green... bright orange and several shades of brown... ugh! 1) Is it strange to wear casual dresses to school, with say....plain flats and a cardigan (not in the winter)?
