Visual Arts - September 2006

I have a pencil picture that has a signature in the right bottom corner with 78 circled below it. Is this a copy of an original or how do I find out? I don't think it is worth going to an art dealer. Garage sale item.

There are several Photoshop programs, I believe... which is the best overall?
I'd use it to make avatars/icons, banners, signatures, and other things for people online, as well as for my own Livejournal and such. Right now I'm using Microsoft PictureIt!, but I'd love to have more interesting choices with tools and such.
