look up maxfield parrish- he is a fave of mine..did great pre-art deco stuff and art deco art and illustrations. I'm pretty sure he is the one from the painting you described, if you look him up you will most likely find the girl on the swing pic too.

I would take the art peice to an art dealer or museum and see if they have info for you on it. They can go by the type of paper or canvas and paints/inks, if not the signature.
It seems like it's a great peice of art though!
