Watkins was a modern photographer who lived in New York during the first half of the twentieth century. She studied photography under Clarence H. White, and is frequently associated with White's other female students, including Margaret Bourke-White, Laura Gilpin, and Dorothea Lange.
I believe that the Robert Mann Gallery had an exhibition of her work a few years ago. I'm sure you could contact them for further information:

There was also a catalogue from that exhibit, titled "Margaret Watkins,1884-1969: Photographs." It was published by Street Level Photography Gallery & Workshop in 1994. But unfortunately, I don't think there are many copies that currently exist. In the USA, the book seems to only be owned by the Library of Congress, the Princeton University Library, and the New York Public Library. You could buy it used from AbeBooks.com for about $35.
One further book to look at for more information would be the exhibition catalog from a show about the school of Clarence White, put on by the Detroit Insitute of Arts about 10 years ago. That should be a much easier book to get ahold of that the exhibition catalog on Watkins herself. The book is titled "Pictorialism into modernism : the Clarence H. White School of Photography" (ISBN: 0847819361). You might be able to find it in your local library, or if not, you can buy it used from Amazon.com for $10.
