I understand that for many years humans lived and were organized as tribes that defended a certain territory. Some tribes took over other areas and occupied other tribes' lands and territories. Which sounds like a hostile situation. At what point in time did people start peacefully establishing a "collection" of towns and cities with a political hierarchy and structure, a charter of some sort (like a constitution)?

At the start of the U.S. Civil War Queen Victoria of Great Britian announced that her country would be neutral, but she granted the Confederacy "belligerent status" so that British merchants could trade with Confederate States. Was this an official recognition and did it negate Britian's neutrality?
