Personally, I believe that humans cannot see angels, and that we can only see them if they choose to take a physical form. The reason as to why we cannot see them is because, according to the book of Genesis and other sources, such as the Forgotten Books of Eden, we are lower than angels, who are holy messengers and servants of God. When Adam and Eve disobeyed God's command, we lost our holy and most-high stature, and thus our eyes were "opened." In a way, I believe that our eyes were opened to the physical aspect of the world and closed to the metaphysical and spiritual aspect of the world, thus preventing us from seeing angels and other heavenly beings.
