Shaped like a cone with a circular base, seven stories high.
The bottom floor would be shops and offices, with a round swimming pool in the center. The inner circle of the swimming pool would be roped off so that people could jump into it from the high dive on the 6th floor. This high dive would allow people to watch the glass elevators go up and down during their descent.

The second floor would be several large bars and clubs.

The third floor would be more laid-back VIP lounges and/or private clubs.

The fourth, fifth and sixth floors would be apartments/condos. The sixth floor would be the penthouse apartment with a false "tip", so that people believe it's the top floor. It could have a good-sized outdoor deck.

The seventh floor would be a secret.

There would also be tuning forks outside. They would ring when it rains or if there is high wind.

I believe in the philosophy behind 6 degrees of separation. I need to locate Ms Oprah Winfrey by mail, phone or fax, resulting i hope in a meeting with her. Personally, a marriage based on love would be more fulfulling. But one that is used as a political merger has more stability because the couple typically is more open about monogamy if they are not attracted to each other.

Whereas marriages of love are based on something fickle-- the feelings of hearts-- one of politics is based on something that will remain. The couple enters the arrangement knowing exactly what they'll get out of it. They know there may or may not possibly include feelings-- so it's not a prerequisite for them to remain together.

So when the couple that is blissfully in love falls out of love, they'll most likely break up and divorce. But the couple that was never in love in the first place will remain in the marriage for the benefits, as that was what it began as.

I'm not advocating one over the other, just giving my opinion. Of course I'd want to have a marriage of love and romance, and not of politics, but I'm just pointing out the stability of each.
